Aden Administrative Modernization and Capacity Building (AAMCB) Project is an important component of the Port Cities Development Program (PCDP) for Aden financed by the World Bank, which aims at developing the main port cities into regional economic poles by creating environments attractive to investments and to generate job opportunities.
The objectives of Administrative Modernization and Capacity Building Project include:
a) Increased accessibility of information on government-delivered services to investors to assist them in their compliance with the appropriate government laws, executive regulations, administrative processes, and procedures by:
- Expanded availability of information through better and clearer documentation using simplified standard forms.
- Improved distribution and publishing of information through print and electronic media.
b) Enhanced provision and delivery of government services to investors and citizens through:
- Improved timeliness of services;
- Improved quality of services;
- Improved availability of services.
c) Use of automation, information systems, worldwide web, and other electronic means to support and enable the above wherever possible and consistent with the underlying goals.
Building capacity of Aden’s public sector to transform their role from policing to providing compliance assistance to citizens, investors and businesses; the establishment and operation of a Aden One-Stop Investor Services Center.
The scope of services undertaken by TEAM International included the following activities implemented at five agencies dealing with investors and businesses:
- Development of Integrated Capacity Building plan:
- Change management / training
- Aden One-Stop Investor Compliance Center.
- Documentation and Analysis of Laws / Procedures / Forms:
- Identification and documentation of laws, processes and procedures
- Analysis of five public agencies’ service delivery forms
- Analysis and recommendations for improvement of processes and forms
- Design of new simplified and streamlined forms for five agencies
- Information Brochures and Web Sites:
- Design of brochures and Web sites
- Installation of Web sites
- ICT: Design, Development and Deployment:
- Functional requirements of ICT at five agencies
- Technical specifications for technical infrastructure
- IS: Design and development of procedures with the new forms
- IS: Deployment for target agencies using the new forms.
- One-Stop Investor Services Center (ISC):
- Capacity building and training
- Assistance in the inauguration / launch of the ISC.
The agencies covered by this project included: General Investment Authority, Local Economic Development Department, Public Works Office survey and Land Authority and Aden Free Zone.
