Project Details
The Government of the Republic of Yemen is executing a five-year Civil Service Modernization Project (CSMP) funded jointly by the World Bank and other international organizations and bilateral donors. The intent is to modernize the Civil Service through restructuring of government institutions and agencies in order to streamline and rationalize the government’s administrative and service delivery processes. The purpose is to make the civil service responsive to public needs and become more efficient and effective in developing and executing government policies and programs.
Training of Civil Servants to be able to administer the reform and sustain it is a critical component of the CSMP.
Objectives
I- Decision Makers
– To train, enable and empower the Decision Makers (Ministers and Deputy Ministers), Middle Level Civil Servants, Focal Teams to address the central issues related to the Civil Service Reform of their respective agencies and ministries; and
– To provide the Decision Makers, Middle Civil servants and Focal Team with the technical knowledge that will allow them to understand the structural reforms within their respective agencies and ministries.
II- Focal Teams
– To train, enable and empower the Core and Focal Teams to address the central issues related to the
re-engineering of their respective agencies and ministries; and
– To provide the Core and Focal Teams with the technical knowledge that will allow them to implement structural reforms within their respective agencies and ministries.
