Description of Actual Services Provided:
The project consists of proposing a reorganization of one of the regional secondary centers suggested by 1986 Greater Beirut Master Scheme.

The area of study is located in the plain to the south-east of Beirut city. It covers about 500 ha situated along the former demarcation line and was mainly occupied by agricultural land.

The first stage of the study was completed in 1998. It consisted in an updating of land use documents carried out at 1/5000 scale, based on intensive data collection efforts, aerial photos and field surveys covering socio-economic conditions of households and organizations, economic activities, public facilities, infrastructures and utilities.

After reviewing and analyzing collected data, different urban development scenarios were assessed taking into account the various constraints imposed by existing conditions and committed projects as well as the role this site should play for GBA future development.

A conclusive scenario was adopted by the end of this stage considering the future urban organization, utilities and facilities in this area. It was proposed to develop within the study area, in addition to the normal extension of residential areas:
– a logistic platform (dry port)
– a technology park, bordering the Lebanese University
– a reservation for future rail and heavy mass transit terminals and stations
– development of the secondary centers of Hazmieh and Laylakeh
– a linear park connected to two neighborhood parks associated with new residential developments.
Stage two includes preparation of detailed planning documents to be carried out at 1/2000 scale covering the following items:
– urban organization
– urban design
– cluster layout
– road and facility reservation
– land use and building regulation.
