Project Details

The Human Resource Development Component is to develop several steps to reach the objective of the project, among which are the following:

 

    1. Develop HR Policies and Procedures Manual in conformity with government HR regulations.

 

    1. Manpower Planning, including:



      • Human capital analysis, Manpower needs study, Action plan, Long-term plan, HR needs, HR planning system, Review of working hours.



    1. Review existing personnel affairs computer system effectiveness

 

    1. Evaluation of the payroll process



      • Organization, records, reports, HR and competencies, process and implementation issues, data and system integrity, files, effectiveness of computer program, regulations…



    1. Developing performance evaluation system



      • Review the existing system and developing a new system



    1. Prepare methodology for implementing promotion and increment system

 

    1. Develop municipality employees Manual.

 

    1. Plan to improve HR Department, covering:



      • HR audit, proposing methodology, developing strategy for human capital, developing HRM Strategy, preparing operation plan, preparing competency profile, actualing HR staff profile, assessing HR needs, developing “Personal Development Plan”, administering training modules, providing a consultant for one year after completion of study.




    1. Develop competency framework for staff

 

    1. Evaluate the competencies of directors general and directors

 

    1. Develop 360o measurement system

 

    1. Program to recruit and prepare future leaders



      • Survey of best practice, survey of Municipality needs, developing resourcing system plan, design of formation programs, developing policies and procedures, training staff responsible for managing the programs, establishing pay and incentive scheme for in-training employees, developing skills of direct supervisors, establishing a system of mentors, preparing a budget estimate, resourcing a cohor of 20 participants.
