Project Details

This project financed by the European Union in Lebanon, contributes to the implementation of the Strategy for the Reform and Development of Public Administration in Lebanon, officially launched under the patronage of the Lebanese Prime Minister and the Minister of State Administrative Reform in October 2013.

The Project’s Overall Objective is to improve the HRM capacities in the Civil Service Board (CSB) as a strategic control agency, and in four Ministries: Social Affairs (MoSA), Tourism (MoT), Public Health (MoPH), and Industry (MOI).

Project Objectives 

  • Support the CSB in developing its strategic HR functions in the Lebanese public sector.
  • Support the Lebanese ministries in implementing modern HR tools and techniques in a professional and effective manner.
  • Develop and contribute to the implementation of a vision for the modernization of the ENA.
  • Develop methodologies for training needs assessment and training impact assessment.
  • Deliver training programs that aim at providing employees with practical management skills.

Detailed Description of Actual Services Provided:

  • Existing Human Resources Management capacities are analysed and developed.
  • A merit-based recruitment system and inducation strategy designed in collaboration with the CSB, and tested in the four Ministries.
  • An advancement and promotion system designed in collaboration with the CSB, and tested in the four Ministries.
  • A performance appraisal system developed in collaboration with the CSB, and launched in the four Ministries.
  • A training needs assessment methodology and training plans designed and implemented for the CSB, and the four Ministries.
  • Capacity building activities and projects for the ENA are developed and implemented.
