T.A. Support to the Establishment of the Tripoli Special Economic Zone (TSEZ)

Brief Description:

The Office of the Minister of State for Administrative Reform (OMSAR) intends to provide the framework and tools to the Tripoli Special Economic Zone (TSEZ) Authority, to effectively administer its operations and to efficiently fulfill its mandate and global vision.

The specific objective of this project is to develop TSEZ’s Financial, Administrative, Human Resource workflows, procedures and processes, including the related documentation and relevant systems, as well as the IT infrastructure framework design and system’s specifications, to respond to the present TSEZ needs and its future expansion requirements.

Detailed Description of Actual Services Provided:

The scope of work covers the achievement of detailed operational objectives, in compliance with TSEZ law, regulations and decrees is as follows:.

  • 1. Review TSEZ organizational structure and all its related documentation.
  • 2. Development of the operational procedures and systems including all related policies, working manuals and guidelines.
  • 3. Design and development of TSEZ financial, accounting, procurement, human resource, performance monitoring, and other administrative policies, systems, procedures and processes.
  • 4. Design and specifications of a full enterprise Management Information System (IT System Architecture/System Design) that supports the TSEZ in its daily operations, and in achieving its goals and objectives, mainly the Financial Management System, Human Resource Management System and Document Management System.
  • 5. Provision of interactive knowledge maps of all the above in an interactive digital format that can be easily published to an intranet, and can be easily updated, maintained and further developed.
  • 6. Update and upgrade the Website of TSEZ and enhance its content according to the government of Lebanon website standards developed by OMSAR.
