Description of Actual Services Provided:
The scope of work included:
 Review and diagnosis of existing conditions and developing an immediate action plan to respond to urgent needs of improving transport conditions and maximizing the use and benefits of the existing road network. This involved detailed traffic engineering considerations and traffic system management including traffic flow studies, physical street inventory, identification of intersections to be redesigned and those requiring grade separation, directional signing, extensive parking studies, pedestrian facilities and traffic regulation enforcement. In addition, a detailed study was performed for public transport, including existing operations and institutional setup, public transport requirements covering service criteria, vehicles, route details, terminal and depot facilities, system output, fare and cost guidelines, financial implications and the role of paratransit.
 Developing a transportation master plan, including the conduct of a household survey covering 4000 dwelling units, modeling of transport demand for urban development scenarios for horizons 2005 and 2015, definition of long-term scenarios in terms of modal choices and networks and selecting the optional long-term scenarios in accordance with urban development needs, environmental considerations and cost. For this scenario the roads and mass transit networks were specified for passengers and goods. The additional capacities needed for horizon 2005, as a first stage, were specified in conformity with these networks.
 A parking master plan was developed involving a detailed land use survey, conducted at the level of city blocks to relate floor area use to parking needs and establish parking deficiency ratios. Detailed economic analyses were performed to assess parking cost as a function of land cost, size of plot and type of building. Cost estimates were generated for the needed parking investments.
 The plan included also a study of goods movements out of Beirut Port and its land transport to various regions in the country. Among the recommendations was to establish two Logistic Platforms (Dry Ports).
A major one in the Southern Suburbs, about 35 ha in area, and a smaller one about 10 ha in the Nahr El Mott area to the North East of Beirut.
